The 2024-2033 Metropolitan Transportation Improvement Program (MTIP) identifies state and federally funded transportation investments within the New Bern Area Metropolitan Planning Organization (MPO) Area.

 

Amendment 15 adds a new project at the MPO level to add sidewalk along Glenburnie Ave from College Court to Greenway Parkway.

FY26 Unified Planning Work Program (UPWP) Draft

Each year the New Bern Area MPO produces a Unified Planning Work Program (UPWP) to outline expenditures necessary to carry out planning activities by the MPO and its member agencies during the upcoming fiscal year. NCDOT requires the UPWP be adopted and submitted by March 28, 2025 for the coming fiscal year.

The draft FY 2026 UPWP is similar to the current year’s budget and is created to further the operational objectives identified by the Technical Coordinating Committee and Transportation Advisory Committee. The work program accounts for all direct operating expenses to include personnel, training, corridor studies, and more.

Amendment 14 to the 2024-2033 MTIP Public Notice

P7.0 Local Input Methodology - Draft

The Strategic Transportation Investments (STI) law (GS – 136 – 189.10 and .11), enacted in 2013, directs the NCDOT to select and fund major capital improvement projects using a data-driven prioritization process in combination with local input. NCDOT provided guidance for each MPO, RPO, and Division to develop and implement a local input point methodology that maintains criteria transparency, material availability, and process documentation while maximizing the opportunity for public review and input. This Local Input Methodology must use a minimum of two criteria. One criterion must be a qualitative criterion and one criterion may either be a qualitative or quantitative criterion. The MPO is seeking public comment on the draft P7.0 Local Input Methodology until February 1, 2024. Amendment 1 to FY 24 UPWP

The Unified Planning Work Program (UPWP) guides MPO planning activities for the fiscal year and identifies a program of work for reimbursement through annual planning grants received from the Federal Highway Administration (FHWA) and Federal Transportation Administration (FTA). From time to time, amendments are required to add or remove funding and/or shift resources between work task codes. FY24 UPWP Amendment 1 is needed to reallocate funding to two new tasks to begin work on the Metropolitan Transportation Plan (MTP) and to evaluate whether microtransit service is a feasible delivery option for CARTS. No increase in funding is being requested.

Seeking Public Comment on Public Involvement Plan and Title VI Plan Updates

2023-2026 PUBLIC INVOLVEMENT PLAN

Public participation in the regional transportation planning process for the NBAMPO is guided by a Public Involvement Plan (PIP) in accordance with federal law. The updated plan outlines recommended methods to engage the public during the transportation planning and decision-making process and informs members of the public how they can be involved. The MPO is responsible for conducting a continuing, cooperative, and comprehensive transportation planning process for all members within the NBAMPO area. Public comment will be received through November 7, 2023.

TITLE VI PLAN UPDATE

The NBAMPO also intends to adopt an updated Title VI Plan. The plan can be viewed here. The public comment period for the proposed Title VI Plan Update began September 29, 2023, and runs through November 7, 2023. Comments on the proposed Title VI Plan will be considered for incorporation into the final document. The Transportation Advisory Committee (TAC) will consider adoption of the updated Title VI Program at their November 16, 2023 meeting.

NCDOT Seeking Public Comment on 2025-2029 Statewide Locally Coordinated Plan

NCDOT is seeking public input on its draft plan to improve transportation access for seniors and individuals with disabilities in small urban and rural areas.

NCDOT will host three virtual workshops in September to educate the public and receive input about the draft Statewide Locally Coordinated Plan (LCP), which outlines transportation improvements from 2025-2029. People can also provide feedback through a public survey​, which will remain open until Sept. 28.

“Our goal is to improve mobility options for older adults and people with disabilities,” said Hart Evans, the statewide planning and programming manager of NCDOT’s Integrated Mobility Division, which oversees bicycle, pedestrian and public transportation. “The public’s feedback will help us develop strategies that give people in need better access to reliable public transportation around the state.”

During the virtual workshops, people can receive information on the plan, interact with NCDOT’s project staff and provide comments. Click on the meeting links below to be taken to the Zoom link to register for the workshops:

After registering, people will receive an email directing them how to join the virtual workshop.

A virtual room​​ is also available for people to access information about the plan at any time and includes a link to the survey. The virtual room will remain open for the duration of the plan and will be updated as more materials become available.  

The plan was created by the NCDOT, planning organizations and transportation providers. It identifies opportunities to expand mobility options to seniors and individuals with disabilities, particularly in small urban and rural communities.

Funds for the plan and resulting projects come from federal Section 5310 grants – Enhanced Mobility of Seniors and Individuals with Disabilities Program and the state Rural Operating Assistance Program​.  Once the plan is complete, planning organizations and transit agencies will apply to NCDOT for project funding.
