Metropolitan Transportation Plan & Safety Action Plan

The Metropolitan Transportation Plan (MTP) is a blueprint for future transportation in the New Bern Metropolitan Planning Area. It is a long-range planning document that summarizes existing conditions, evaluates future growth, recommends investment in infrastructure projects, and identifies supporting strategies that pursue the goals of the Metropolitan Planning Organization serving the City of New Bern, Town of Bridgeton, Town of River Bend, Town of Trent Woods, and parts of unincorporated Craven County. It outlines strategies and projects to improve how people and goods move - by car, bus, bike, air, rail, or on foot. Developed with input from the public, local governments, and transportation agencies, the MTP aims to support growth, enhance safety, reduce congestion, and promote sustainability. Safety Action Plans (SAP) aim to prevent fatalities and serious injuries affecting all roadway users. Plans use data analysis to understand community safety problem to strengthen projects and identify the best approach that address the most significant safety risks. The Safe System Approach guides safety plans by focusing on improving safety culture, anticipating human behavior, and increasing stakeholder participation. The draft plan can be viewed here.

In accordance with the Public Involvement Plan, the adoption of these plans requires a minimum 10-day public comment period. Both plans have been posted to the NBAMPO website on October 3, 2025 and public comment will be received until October 17, 2025.
