Transportation Plans
Metropolitan Transportation Plan
Each MPO must prepare a Metropolitan Transportation Plan (MTP), in accordance with 49 USC 5303(i), to accomplish the objectives outlined by the MPO, North Carolina, and the public transportation providers with respect to the development of the metropolitan area’s transportation network. This plan must identify how the metropolitan area will manage and operate a multi-modal transportation system (including transit, highway, bicycle, pedestrian, and accessible transportation) to meet the region’s economic, transportation, development goals for a 20 year planning period, while remaining fiscally constrained. Projects must be included in the MTP to receive federal transportation funding.
Development of the MTP consists of identifying, analyzing, evaluating, developing and reviewing projects for all modes of transportation. The plan reviews existing conditions such as demographics, current infrastructure, and travel patterns. The existing conditions are used to anticipate travel behavior due to changes in population, employment and housing over the next decade.
Safety Action Plan
Safety Action Plans (SAP) aim to prevent fatalities and serious injuries affecting all roadway users. Plans use data analysis to understand community safety problem to strengthen projects and identify the best approach that address the most significant safety risks. The Safe System Approach guides safety plans by focusing on improving safety culture, anticipating human behavior, and increasing stakeholder participation. In order to receive funding from Safe Streets 4 All, a well-defined Safety Action Plan must be in place which meets the following requirements.

Developing the MTP and SAP simultaneously, contextualizes the multi-modal safety analysis within the New Bern region’s MTP goals.
